The term OER means open educational resources and are defined by UNESCO (2019) as “teaching, learning and research materials in any medium – digital or otherwise – that reside in the public domain or have been released under an open license that permits no-cost access, use, adaptation and redistribution by others with no or limited restrictions.”
OER can support any form of teaching and learning. OER and other educational resources' key difference is their licence, which facilitates reuse and often adaptation without first requesting permission. The use of open licensing, called Creative Commons, facilitates the open sharing and reuse of open educational resources, which David Wiley describes as the 5 Rs of open.
